Implementing ELPAC in your organisation

The ELPAC test is administered by ELPAC user organisations (ANSPs, airlines, training organisations and aviation authorities) under the EUROCONTROL framework. This page outlines what is involved.

Adopting ELPAC in three steps

Sign the ELPAC Licence Agreement

ELPAC is governed by the ELPAC Licence Agreement issued by EUROCONTROL. To become an ELPAC user organisation you must sign this agreement and designate a Test Administrator. The template is available in the document library.

Train ELPAC test administrator(s) and ELPAC assessors

Nominate operational experts (OPE) and English language experts (ELE) for training and accreditation by EUROCONTROL. Select one or more ELPAC test administrators.

Prepare your test environment

Computers used for Paper 1 must meet the technical requirements (browser, audio, no auto-updates during the test). Paper 2 assessors need a quiet room with computers or laptops and a headset.

Key roles in an ELPAC session*

  • ELPAC Test Administrator
    Schedules sessions in the ELPAC test system, allocates assessors and invigilators, and is the single point of contact with EUROCONTROL and ENOVATE for the organisation.
  • Paper 2 Assessors (OPE & ELE)
    Conduct the scripted oral proficiency interview and assess the live speaking test. The OPE rates operational items; the ELE rates linguistic items. Both assessors must be accredited.
  • Invigilator
    Supervises Paper 1 sessions, briefs test takers and handles technical issues with support from ENOVATE.
  • Third Assessor
    Reviews recordings where the OPE and ELE disagree on the outcome, or as part of an appeal.

* Roles can be combined where applicable.

ELPAC Licence Agreement

ELPAC is governed by the ELPAC Licence Agreement issued by EUROCONTROL. Signing it is a prerequisite to becoming an ELPAC user organisation.
