Implementing ELPAC in your organisation
ELPAC is run by user organisations — ANSPs, airlines, training providers and aviation authorities — under the EUROCONTROL framework. This page outlines what is involved.
Sign the ELPAC Licence Agreement
ELPAC is governed by the ELPAC Licence Agreement issued by EUROCONTROL. To become an ELPAC user organisation you must sign this agreement and designate a Test Administrator. The template is available in the document library.
Set up examiners and invigilators
Nominate operational experts (OPE) and English language experts (ELE) for training and accreditation by EUROCONTROL and ZHAW. Identify invigilators for Paper 1 sessions.
Prepare your test environment
Computers used for Paper 1 must meet the technical requirements (browser, audio, no auto-updates during the test). Paper 2 examiners need a quiet room and a headset.
Key roles in an ELPAC session
- ELPAC Test AdministratorSchedules sessions in the ELPAC test system, allocates examiners and invigilators, and is the single point of contact with EUROCONTROL and ENOVATE for the organisation.
- Paper 2 Examiners (OPE & ELE)Conduct and assess the spoken interaction live. The OPE rates operational items; the ELE rates linguistic items. Both examiners must be accredited.
- InvigilatorSupervises Paper 1 sessions, briefs candidates and handles technical issues with support from ENOVATE.
- Third AssessorReviews recordings where the OPE and ELE disagree on the outcome, or as part of an appeal.
ELPAC Licence Agreement
